Jones Day announced that Robert Luther III has joined its Government Regulation practice. Mr. Luther, who joins Jones Day as of counsel after almost two years as Associate Counsel to the United States President, is based in the firm's Washington Office.
"Rob has a compelling background, as he has served in all three branches of the federal government over the last five years," said Don McGahn, former White House Counsel who recently returned to Jones Day, and co-leads Jones Day's Government Regulation Practice. "That sort of experience will be very valuable to clients given today's complicated legal and regulatory climate. I look forward to his contributions and welcome him to Jones Day."
As Associate Counsel, Mr. Luther reported directly to the White House Counsel and co-managed the process for interviewing and recommending to the President more than 150 federal judicial nominees and dozens of agency and other politically-appointed legal personnel. He worked with members of the U.S. Senate and staff regarding judicial candidates and legal personnel on a daily basis.
Mr. Luther previously worked as an attorney in the Presidential Appointments Group on the Presidential Transition Team of Trump for America, Inc., where he vetted prospective nominees for Presidential appointments including the judges on then-candidate Trump’s U.S. Supreme Court List and supervised other attorneys engaged in the vetting process. Earlier, Mr. Luther served as Counsel to U.S. Senator Jeff Sessions, advising then-Senator Sessions on judicial nominations and constitutional law matters.

In private practice, Mr. Luther orally argued two-dozen civil cases in Virginia courts. He was also a law clerk for Judge Daniel A. Manion of the United States Court of Appeals for the Seventh Circuit (2013-2015). Mr. Luther serves on the faculty of the Antonin Scalia Law School at George Mason University, where he teaches courses on legal writing and the federal judiciary. He previously taught at William & Mary Law School and has published more than 15 law review articles.
