Georgetown Law CLE will offer a five-day Academy of WTO Law and Policy for 2010 on Monday to Friday, November 15 through 19, at the Georgetown Law Gewirz Student Center at 120 F. Street, NW,in Washington, DC.
The sessions will run from 8:30 a.m. until 6:30 p.m. each day.
The purpose of the academy is to provide intensive examination of the legal obligations and policy underpinnings of the WTO and its agreements in the context of how the WTO operates and how it relates to national governments.
Classes on day one are a policy overview, economics, relationship to international relations and development, status of WTO law in domestic legal regimes: historical background; Bretton Woods origins; evolution from GATT to WTO;WTO law in a broader context; WTO legal structure; institutional provisions; decision-making; accession of new members; role of civil society and NGOs; and a panel discussion on trade policy, including politics and process.
Day two will offer border measures (tariffs, quotas, customs valuation, rules of origin); non-discrimination (MFN and National treatment); general exceptions (including GATT Articles XX and XXI); health, environment, and other concerns; bilateral and regional free-trade agreements; and interactive session: solving a hypothetical problem; and an optional workshop on researching international trade law.
Among the sessions for days three, four, and five are dumping and antidumping measures; subsidies and countervailing measures; WTO dispute settlement: experience to date and jurisprudential issues; developing country issues and interests; trade in agriculture: market access and subsidies; intellectual property protection: TRIPS obligations and derogations; and competition policy and investment.
